This handbook provides practitioners with information on how to conduct an engineering study to set a speed limit for a speed zone based on the provisions in the Manual on Uniform Traffic Control Devices for Streets and Highways (MUTCD). The discussion includes preparing for the study, the factors to consider, the data-collection process, evaluating the results, and implementing the results after completing the engineering study. This handbook also includes seven case studies to show examples of jurisdictions’ processes for setting speed limits aligned to the steps in this Handbook and speed limit setting policy examples.
