The analysis section explains and defends the steps a grassroots group must go through in order to be successful. Special emphasis is placed on landowner relations, for often a facility is created in cooperation with the landowners.

The user guide is a 15-step process a grassroots group can follow to work towards developing a facility. The steps are sufficiently detailed so the grassroots organization could follow the directions and, it is hoped, achieve success with a completed project.
